Implement the Admin Tags REST APIs with feature tests

Business Requirements

As a developer, I would like to be able to integrate the admin tags related REST APIs so that the administrator Davor Minchorov can manage tags from the content management system.

Acceptance criteria

There should be multiple blog post REST API endpoints for:

• Implement the admin tags REST API with feature tests
• Implement the admin preview single tag REST API with feature tests
• Implement the admin create new tag REST API with feature tests
• Implement the admin update existing tags REST API with feature tests
• Implement the admin delete tags REST API with feature tests
