I had an idea and asked it as an addon on bukkit forums but was told to come here. If you are unwilling to add it soon, could you give permission for authors to make an addon for the listed features?

What it will do:
It will allow to set drop rates for each tier defined in diablodrops. If a player has tier1, tier2, and tier3 defined, player can define tier1, tier2, and/or tier3 can be defined in the addon's config and set new drop rate, so tier1 can be 100%, tier 2 can be Y%, and tier3 can be X%. If a tier is not defined it should not be altered and left to be handled by DD or just set as 100%. This is so I can set all mobs to spawn with gear but not all gear to drop.
Allow limitation of enchantments to each tier
Allow limitation of offensive/defensive lore to each tier, as well as percentage of it spawning (I don't know if the second part is possible, if not just the first please)
Define regions either in config or by hooking up to plugins like worldguard to define what gear can spawn in each region. This would allow harder mobs and better gear the further you go out of spawn.

I don't have any problems with others sending pull requests or making addons. Neither deathmarine nor I have much time to work on this anymore, for now at least.
