Balance
There are general guidelines for modifiers and effects. Everything has an exception

attack_bonus_against: Use carefully in 5/10/15/25 intervals. Do not go higher than 25%.

civilian_factory_use: DO NOT USE EVER. DLC LOCKED.

defense_bonus_against: Use sparingly, and never against minors

drift_defence_factor: Free range.

economy_cost_factor: Keep under 25%.

high_command_cost_factor: Keep Under 25%.

IDEOLOGY_drift: Free range.

join_faction_tension: No more than 25%.

justify_war_goal_time: Don't touch, used in national characters already.

lend_lease_tension: Don't touch. Used in national characters already.

max_command_power: Free range.

mobilization_laws_cost_factor: Keep Under 25%.

mobilization_speed: Keep it reasonable.

political_advisor_cost_factor: Keep under 50%.

political_power_factor: Keep under 25%. If giving more than 15%, needs good historical reasoning or major trade offs.

send_volunteers_tension: Don't touch, used in national characters already.

stability_factor: Must not be given away to the point where the player can take as many stability debuffs as he wants without consequence. Most Countries shouldn't be near 90-100 early-mid (36-41) game. Late game this is acceptable. If your tree gives away lots of stability please lower their base stability to reflect this.

stability_weekly: Never attach to anything permanent! Is used as a trade off tool! (example: -10 stability with a weekly stability factor that puts the stability but to it's original level then stops.)

special_forces_cap: Do not increase more then 50%.

special_forces_min: Keep this under 25.

targeted_modifier: Use carefully in 5/10/15/25 intervals. Higher then 25% needs a good historical reasoning.

trade_cost_for_target_factor: Never go lower than 50%.

trade_laws_cost_factor: Keep under 25%.

trade_opinion_factor: Free range.

war_support_factor: Should be given out more often to countries that begin with bad war support due to a democratic start if they turn fascist. Use in the same context as stability elsewhere.

war_support_weekly: Used in same context as stability_weekly but less so. Avoid use when possible.
