This uses the latest version of the universal build script, which relies on the PackageManager class to install package dependencies rather than having them built from source.

The previous updates to the BEAUti templates to bring them into line with BEAST 2.7 did not include the new AVMN operators used now to scale clock rates and substitution rates, making those templates incompatible with BEAST 2.7 clock and substitution model templates. This meant that, for instance, substitution rates for models such as GTR could not be estimated, and selecting these models would instead result in silent BEAUti errors.
This update replaces those missing operators.
