ddrimport not working as expected with external files

Attempted ddrimport file with external=TRUE in the CSV. No files were in the directory with the CSV. Import failed with a file ingest error. "Exception: No file ingest action for "nobin, local, attrs"

Attempted ddrimport file with external=TRUE in the CSV. Files were present in the directory with the CSV. The import did not result in an error BUT the imported ingested the files - overriding the external marker.

Ran on 4.0.0 on local VM
