Provides How to Documentation for Static Routing and Forwarding Packets with IPV4. An example is included demontrating communiciton over a L2 switch and then Routing over a L3 device. This commit also includes informaiton about routes offloading on HW platforms. Specifically it mentions Static Route Flags LPM and nexthop. Defintioions include LPM flags notify about entry in HW LPM and nexthop flags notify about a nexthop entry in HW. Tables for LPM and nexthop route combinations are also included.
