WHO, WHAT, WHEN, WHERE, and WHY should be top level subjects. Maybe require that all other subjects descend from them, then each subject has at least one parent

Required: vendor, license number (PK!), license type, "faculty champion" (manages the license). Allow "UNKNOWN" value for some fields
