All must be used just like Promise.all.
For your reasons you must use Fork()

function* rootSaga() {
  yield all([
    call(runClockSaga),
    takeLatest(actionTypes.LOAD_DATA, loadDataSaga),
  ])
}

function* rootSaga() {
  yield fork(runClockSaga);
  yield takeLatest(actionTypes.LOAD_DATA, loadDataSaga),  
}
