Copying over the existing VM spec from the old repo. This makes no attempt to update it with changes since it was originally written (e.g. new bytecode instructions), but it is useful to have here nonetheless. Signed-off-by: sahithiacn <[email protected]>

We're exploring gas, and I just submitted a transaction with no gas associated. It hits this debug_assert. Any objections to removing it? And/or putting in some logging line if it is valuable still?
