fix occasional deadlock

occasionally after mount_efs, "bash -e install.sh" gets written, but don't see it in tmux.

Either tmux cmd doesn't get run or (more likely), something swallows tmux sent keys. Could copy send-keys into temporary file before and after, to make sure send-keys command succeeded. But also need to fix _run_raw to detect bad return statuses
