Non-admin users get wrong keyboard

Bug report as received:

I have run into some interesting issues when using Win 10.
My son is admin and therefore he gets to install the sms keyboard from divvun.no.
(1) As a user, I down load and press install.
(2) my son then writing his password allows for installation.
(3) restart computer.
(4) The keyboard is automatically installed on his side, but not mine.
(5) when I go to install Skolt Sami, and interesting form shows up: sää´Mǩiõll [I don'ty know where the upper-case M comes from, and what is supposed to be a modifier prime looks more like an acute accent, so I have written it as such here. ]
(6) on my side the keyboard operates as a Finnish keyboard.
(7) on my son's side the keyboard operates as a Skolt keyboard. It automatically changes the language in LibreOffice

That is, for non-admins, the standard MS keyboard for the locale is enabled (Finnish with Sámi in this case), not the one we just installed.
