Expand privacy policy to cover Code of Conduct data use #2

See django/code-of-conduct#41 for further context. For this year’s event, we at least need to:

  1. State to participants that we’re processing personal data for code of conduct purposes, not just tickets.
  2. State that we may share this data with the DSF CoC Committee as part of handling incident reports.

This does not cover sharing personal data with the DSF ahead of any incident. If we want to do that, I’d recommend a separate discussion.
