I upgraded to v13

Hey I made an upgrade from 11lts (2.16.6 version) to 13.

It's not very well tested yet and might need some work on composer and docs, but it works.

If you make a branch I can make a pull request.

If you haven't already you might want to rebase onto dev/12lts.
Let's try to get 12 out of the door (there are no known bugs, we just procrastinated on the docs #323).
Then I'll add branches for 12 and 13 and master can be for 14.

Sry I don't have time for that soon. I guess you can use parts of the upgrade to v13 to merge with the changes in 12. We had a site still using 11 version and I didnt realize their might already been a beta 12 version.
