[Docker Admin Console] Implement feature parity between the web console and admin-settings.json #789

At this moment, there are multiple settings we cannot be managed by the Docker Admin web console, only via the admin-settings.json, for example the new Gordon AI agent that can only be enabled using the JSON file.

Docker Admin Console

Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?
It would be highly convenient for DockerHub org admins to have feature parity with the settings that can be configured via the web Admin Console and not needing use the tricky admin-settings.json file.

Are you currently working around the issue?
Not that I'm aware of
