Document our approach for releasing and versioning

Document how we release (steps to take for someone to do a release), as well as end user information (e.g. all packages share the same major/minor number, but may have different point numbers). Provide general installation information though defer to packages and cli instructions or installation tutorial as appropriate.

npm info is already in https://github.com/dojo/meta/blob/master/documents/Committer-Workflow.md#publishing-a-package-on-npm , so likely we just need to add a section about releases and versioning into that document.
