Reusable blocks

One challenge with this puzzle is the low replayability. If someone spends the time or money to make or buy the pieces, they can only really solve it once.

I think it will be too hard to make more than one complete puzzle with the same blocks, but maybe a sheet of paper has the puzzle partially filled in, and the blocks then finish the puzzle. Put the most common letter combinations on the blocks.

The letters on the paper can include numbers to number the clues, the block clues can give the first letter, or all the letters from the block.
