Be it just a simple PR to this repository, or something more involved.
Might be useful to document who has approval rights. Such as "A board member" or similar.
Eg I'm sure the particular ladder policies could change over time, and it could be a little disruptive to projects when they do change, so might be worth planning early on how to handle that.

Someone on the Technical Review group. The document is a proposal, so it is the final document that would require board approval, but not amendments along the way.
