Also another reason why I mention this, if we have a list of best practices for how DI works, how the continiutiy policies can work, future projects can work on getting these processes in place before their submission and have them actively working. Also allows more seamless transition into the program existing larger products.

Some projects maybe have project continuity policies already in place and established.
Might be worth adapting a minimum set of standards those policies will require instead of necessarily dictating a certain way of doing it.
Eg I know some .NET Foundation projects have already adopted similar processes.
