Solution:
Modules and its learning path to be retired after review from the v-team for ASP.NET Core training and original owner. The module is too far out of date and the owner will no longer be able to keep it updated.

It looks like I move the Badge to and link to it in an achievements.yml, create a redirect for each .yml, then delete the entire module.
Given the rounds required with the learn publishing team this will take up a bit of time, it will not just take an hour like we would expect for other repos.
