Visual Studio .NET upgrading option is at Solution level not Project level

Description

Hi!
Don't know if this an outdated info or an error, but in the chapter How To Upgrade from Visual Studio,
The text and schema show this on Project level, when it's on my system at Solution level. (Upgrading from .Net4.8 to 8.0)

I checked and I can see it on the project level. It might depend on the project type? I'm using Upgrade Assistant 0.5.829.41291
