Adjust where the source-build intermediates are produced in CI

As part of the Unified Builds, all dependency flows will go directly to/from the VMR. The VMR is where product builds come from. As a result, the SB intermediates must come from it. We therefore need CI legs capable of producing the SB intermediates. Currently SB intermediates are not produced during product SB legs.
