Add a method for radar presets and/or quick navigation.

From Justin757:

Another thing I thought of was to have a little "home" button right at the top by Radar Site that will take you immediately back to your preset home radar site. That way when you want to go back and look at local conditions, you don't have to pull up the nation wide list and find yours to go there. Or a right click menu to load the closest radar site near the point that you click.

Added a home button which will navigate to the Default Radar Site configurable in the Settings dialog. Added a presets button that appears after selecting presets in a new column in the Select Radar Site Dialog.
