Issue with WinSCP synchronization

Bug description

Synchronizing local directory to remote sftpgo directory using WinSCP is not working

Steps to reproduce

WinSCP args: synchronize remote -criteria=time,size -transfer=binary -mirror -delete "%LOCAL_DIR%" "%REMOTE_DIR%"
local lib.dll with size=433,560 bytes and timestamp1
remote lib.dll with size=433,048 bytes and same timestamp1

WinSCP reports: Nothing to synchronize

Expected behavior

Synchronize lib.dll since file sizes differ
