Alpha builds now published to NuGet Automatically

After two attempts, I should now have develop branch builds published automatically to NuGet. This should help get fixes out faster for those testing, and going by #67 there are more areas since implemented in ATProtocol that need to be handled.

This is a good reminder that PRs are always welcome. If you see a feature or function that you need missing, please feel free to fork and PR the change. Issues are always welcome, but I am but one person and work on this in my spare time.
