Just create a grid zone with desired grid zone scale of 50k or 25k and the INDEX option wil have extra spaces.
i.e.: Create the MI 2216-1-NE with desired grid zone scale and base scale both set to 25k. In "INDEX FRAME SELECTION" menu, the option "INDEX" will be:
'SD-23-Y-C-V -1-NE'
instead of
'SD-23-Y-C-V-1-NE'
Obs.: Even with the extra spaces, the grid builds at all, so it's just an UI bug fix
