Notify is not sending emails

How to test something like this?

• SMTP is set correctly, all test emails except Notify Test section are sent and received. With log on, mailoutLog with data is used.
• but if I use Test functionality in Notify section, event is fired but email is not sent. No record in mailoutLog file.

I tried to find place for user_signup_submitted event but I couldn't .

No plugins with e_event addon are installed so preference related to plugin notify is empty.

I vague remember that somebody has similar problem some weeks ago, where should I look to check this?

I tried to find function user_signup_submitted or function usersup , nothing.

I unistalled alt_auth plugin, no change...

It is not problem with email configuration, notify is not trying to send email... I would like to know why.
