Enhance ank set state functionality

To fix #397 we reverted #383
This issue here is targeted at fixing the problem properly. A potential fix would be to switch the ank cli to using filtered objects.
We started with this in #409, but because of the pending 0.5.0 release, we needed to stop work there and just revert.

Fix the ank CLI to use the filtered state.
