Metadata validation for authors sometimes doesn't trigger?

To reproduce:

• Start a submission with a DOI
• Go through the workflow until the Details step
• Verify the metadata here is OK, including author(s). Click Next
• Go all the way back to Step 1 Basics and delete the DOI
  • This should clear the journal and title
• Manually enter title and journal
• Continue through the workflow as normal until you get to the Details step
• Verify contents of the metadata forms. You should notice that no information is present
• Click Next to proceed to the Files step
  • Bugged behavior: You should be prevented from proceeding to the next step. The metadata should be validated and spiked for having no author information
