The fix introduced for #1904 was a partial one. Further improvements are being proposed @ DaveCarpeneto@4449476

I had initially reopened the initial issue, however I'm guessing that this resulted in the new pull request not showing up on people's triage caseload, so I'm opening this new issue / re-closing the prior ticket.

With this change: the "refresh" option is only suppressed if all selections are closed projects (since refresh does not apply to closed projects).
