Update Consistency Check in mpw_precheck.

Repurposing this ticket. Many of the Consistency checks have been implemented in other mpw_precheck checks (eg LVS). These redundant checks need to be removed from the Consistency check. The remaining checks need to be refactored into simpler routines and documentation written for such.

Per Shuttle meeting 12/4/2024: Need to pare down the checks n Consistency that are covered elsewhere (speed process). Better document the remaining checks, and split out/make more granular the remaining ones.

The unnecessary checks should be removed by February.
