On Mac Safari, when older version of flash is disallowed and user does not upgrade, swfobject detects flash as enabled #681

What steps will reproduce the problem?
1. downgrade to an older version of flash (say 10.3)
2. open a website that has flash content, safari might say upgrade to newer 
version
3. swfobject detects flash as being enabled even though flash does not really 
run.

What is the expected output? What do you see instead?
swfobject should say that flash is disabled as it does in other browsers

What version of the product are you using? On what operating system?
Flash version 10.3, swfobject v2.2. OSX maverick(10.9.2), Safari 7.0.2 

Please provide any additional information below.
