Should EUI provide a dev&prod build, where dev enables additional warnings/messages.

Prompted by #4504 (comment) and I have a 1.5 year-old note on my phone from someone asking about this as well at one of Elastic's all-hands. Should EUI provide a dev-specific build to corral the console.warn messages? This would also open up the possibility to provide/enable/opt-into other dev-specific messaging or debugging.

Seems like a good idea to explore. Is there anything we could do with a dev build that would make it easier to test pre-release code in Kibana/downstream projects? I don't have any ideas, just seems like an opportunity.

@chandlerprall @thompsongl if you go that route of offering dev and prod builds for EUI (which I think it is a good idea), you can also apply https://www.npmjs.com/package/babel-plugin-transform-react-remove-prop-types for the prod bundles. On my texts it reduces ~1.1MB in size.
