Fixes #191951

## Summary
Disable button in logstash output based on correct privileges.

### Testing 
- Enable feature flag `subfeaturePrivileges`
- Follow testing steps in above ticket
The button "view steps" in logstash output should be disabled if role
doesn'thave `fleet.allSettings` privileges
