[Dashboards] Deleted Filter by dashboard map bounds filter reappears when user tries to add a panel to a dashboard #186577

Kibana version: Serverless QA /main/serverless-observability

Browser version: chrome latest

Browser OS version: OS X

Original install method (e.g. download page, yum, from source, etc.): from QA

Describe the bug: If you add a "Filter by dashboard map bounds" filter to a dashboard and then delete it, try to add a panel the deleted filter reappears. Also reappears after user saves the dashboard and then clicks on edit and tries to add a panel.

I am going to remove the regression label. I can reproduce the issue on 8.14.1 cloud instance. This issue is not related to embeddable rebuild.

Perhaps deleting "Filter by map bounds" filter should disable the action or open a modal to allow the user to disable the action. Otherwise, the filter will get regenerated.

Deleted filter also reappears if you save this dashboard as a new dashboard.
