Scroller is not present for the Notes tab under the timeline

Kibana/Elasticsearch Stack version

VERSION: 8.16.0
BUILD: 78825
COMMIT: a805375758e4bc931cf13dfdcac89b8d877a15d2

Steps

1. Kibana version 8.16.0 or above should exist without endpoints
2. Multiple notes should be added to a single timeline
3. Navigate to the above created timeline
4. Click on Notes section for the timeline
5. Observe the scroller is not present
6. The user is not able to scroll up or down even with the arrow keys

Expected Result
Scroller should be present for the Notes tab under the timeline to view the data

This was fixed, merged to main (#195102) and backported to 8.16 (#195156)

We have validated this issue on 8.16.0 BC1 and found the issue to be fixed ✔️
