Solution view on locally hosted deployments

Describe the feature:

On Elastic Cloud Hosted deployments running on version 8.16, you can now navigate Kibana using a lighter, solution-oriented left navigation menu, called Solution view. On Local installations this is not possible yet. Many people around me would really love this feature to also come to local installations since it increases the workflow by atleast 50%.
