[Security Solution] Duplicated labels in Security Solution dashboards when upgrading

Describe the bug:

• Duplicated labels in Security Solution dashboards when upgrading

Kibana/Elasticsearch Stack version:

• 8.17.0 - BC2

Steps to reproduce:

1. Create a 8.12.0 deployment
2. Navigate to Security > Dashboards
3. Click Create Dashboard button
4. Click Create visualization button
5. From the Available fields column, drag and drop @timestamp for instance
6. Click Save and return button
7. Click Save button
8. Add a title, and leave the Security Solution tag as it is
9. Click Save button
10. Upgrade the instance to 8.17.0 version
11. Navigate to Security > Dashboards

Current behavior:

An error is displayed in the screen

Error encountered while fetching unsaved changes: Cannot convert undefined or null to object

• Tags are duplicated

• When the user navigates for the first time to the Dashboards page the dashboard created by the user is not displayed, what could be confusing

Expected behavior:

• Tag duplication should not happen

Additional information:

• The same behaviour explained above where errors are displayed as well can be reproduced when upgrading from 8.12.0 to 8.16.5 and when upgrading from 8.12.0 to 8.15.0
• When upgrading to 8.14, there is duplication on tags
  
• When the user navigates for the first time to the Dashboards page the dashboard created by the user is not displayed, what could be confusing
• But no error is displayed
