Description
When pressing Tab key user should navigate from one element to another, but not unexpectedly activate element (as with Enter).

Preconditions
Stateful App Search -> Engines -> Relevance Tuning page is opened.
Engine is added.

Steps to reproduce

1.Using only keyboard navigate to panel for a field (below Manage fields) by pressing Tab key.
2.Press Enter to expand.
3.Navigate to Add boost field.
4.Press Enter.
5.Navigate to any option in the list by pressing down arrow key.
6.Press Tab key.
7.Observe the panel.

UI elements

Actual Result

• Option got added for a boost.

Expected Result

• After pressing Tab key, user navigates to the next element (next field panel).
