Description
It is enough for user to hear the same information once upon reaching element.
Especially for the users using assistive technology.

Preconditions
Security -> Explore -> Users page.
Use Screen Reader (NVDA).

Steps to reproduce

1.Navigate to Add filter button by pressing Tab key.
2.Observe screen reader.

Actual Result

• Elements are announced multiple times (due to tooltip text announcement).
  Same with most of the elements on the page which has tooltip text.

Expected Result

• Elements should be announced only one time upon reaching them.
