Description
It should be clear for the user on what element he/she is at the moment. Also user should be aware of changes when expanding, collapsing element. Especially for the ones using assistive technology.

Preconditions
Security -> Explore -> Users page.
Use Screen Reader (NVDA).

Steps to reproduce

1.Navigate to Inspect button.
2.Press Enter.
3.Navigate to Request, Response tab.
4.Navigate to codeblock.
5.Expand, collapse codeblock.
6.Observe page and screen reader.

Actual Result

• Codeblock element is read only, but gets in focus. Code in the codeblock is instantly announced. When press Enter on Expand button - codeblock is expanded, but no announcement about it, only strange announcement that: "clickable main landmark clickable button Panel options clickable..." following the code in codeblock.

Expected Result

• If codeblock shouldn't be interactive - it does not receive focus. If it should be interactive, then after receiving focus it is announced for the user that it is codeblock element (before announcing the code).
  Also, it is clearly announced that it was expanded or collapsed accordingly when user press Enter on Expand/Collapse button, without strange announcement mentioning "clickable main landmark...".
