Hide / disable screenshot based reporting from the UIs/APIs when soft disabled

On ECH, screenshot based reporting only works when running on >= 2GB nodes. Which means Kibana nodes with 1GB of RAM have reporting soft disabled. I noticed the UIs and APIs still lets users generate reports but when the report job starts running, it fails because reporting is soft disabled. We should make it obvious to our users prior to this step that reporting won't work for their use case so we get less failures at the reporting task level.
