Call audio failed to relay for one peer of four to one other peer #400

Describe the bug
In a call of four, the audio relayed fine for users 1, 2, and 3; but user 4 could not hear user 3.

To find in logs
My user name is jimkillock ; the call was approximately 14:05 to 14:25 GMT
The user with relay problems was in Maidenhead

Expected behavior
All users should hear all users
