tmppanel: some command-line options do not work under certain conditions.

Each of +/-full, +/-safe, +/-any, +/-menu, and +/-replace tmppanel options works only if it is the last option specified on the command line and no filelist follows.

At the same time the panel selection options +0..+9 continue to work under the same conditions.

For example, the following command
tmp: +7 ./favorite.temp
will switch to the panel 7 and will read list of elements from "./favorite.temp" file.

However, the +safe option in the following command will be ignored:
tmp: +safe ./favorite.temp
