Circular progress bar with background

How do you achieve something this?
I've managed to get a solid background color through css, but I can't figure out how to set the background specifically for the circular bar itself.

I structured my classes poorly, which is why it wasn't working. Targeting the circular-progress element and setting the background-color works just fine.
