Given the copy out stack will be the only one with broad S3 permissions - it needs to be able do some functionality on behalf of the main Elsa.

Suggest adding a lambda that can take a bucket name - and do a ListBucket returning whatever details it can get (region etc).

Lambda should be registered into the cloud map
