Add the ability for the copy out to be given a filter than alters what is copied

Possibly by file type / suffix??

The requirements comes from AG where they will have cases where people are authorised into "reads" - but have said they really only want BAM v FASTQs.. we don't really want to copy both if they don't want.

Will become especially important if Copy Out works across regions with actual egress costs
