Large emojis make text not display

I can't figure out the cause of this issue. If a notification contains an emoji, such as in a slack message, the emojis show very large and the text doesn't display

An example notification of notify-send -t 30000 "Test heading" "Here is test 😊"

My config is

This sounds like a fontconfig issue.
