Incorrect special case for ISMB proceedings

In util/csrankings.py, the special case indicating the issues of Bioinformatics corresponding to ISMB proceedings are incorrect for 2021-2023, and need to be added for 2024. They should all be marked as "Supplement_1" instead of "Supplement".

Current:

    2023: (39, "Supplement"),
    2022: (38, "Supplement"),
    2021: (37, "Supplement"),

Correct:

    2024: (40, "Supplement_1"),    
    2023: (39, "Supplement_1"),
    2022: (38, "Supplement_1"),
    2021: (37, "Supplement_1"),
