When approving this pull request gridtools will be built for windows, osx and linux faster.It will be built for Pythin version 3.5, 3.6, and 3.7 and tested during the build process. The result will be uploaded to the
anaconda cloud bv-dev channel. When installed by a user the numpy version >=1.13, 2.0 and numba versions >0.35,<1.0 will be assured
