Locale not respected

Actual Results

When the user's locale is changed to "en" pages are still displayed in Portuguese "pt"

Expected results

When the user's locale is changed to "en" all pages are displayed in English

Steps to reproduce

1. Go to test.esaude.org/openmrs -> login as admin -> click Administration -> Manage Users -> Enter "admin" in the Find User or Name box then click the Search button -> click on the admin's link under System Id -> Click Show Advanced Options -> change defaultLocale to "en"
2. Go to http://test.esaude.org/poc/home/index.html#/login -> login as admin

Everything is displayed in Portuguese

@drryanjames POC does not get the default locale from OpenMRS. It defaults to pt, but it makes sense that it should load from OpenMRS.
Have you tried using the trick here: #502?
